Private sector telecom companies can finally bid to launch high-speed data and mobile offerings—better known as 3G, or third generation, services—with the government finally clearing the auction reserve price for pan-India spectrum at Rs 3,500 crore. An empowered group of ministers on Thursday approved a plan to allow what is known in industry circles as ‘4+1’ slots. That is, four private operators in each circle, besides state-owned BSNL or MTNL, who have already been allotted spectrum and are only required to later match the highest bids.
