Obviously they were tourists mersmerised by beauty of Kashmir valley failed to see the dividing line and troops and fence stationed there. The religious writings they possessed vindicate that they were on a pilgrimage somewhere and if weapons are found in their possession, it must be for defending themselves from wild animals.
