I dont really think it's important whether the girls were talking or driving when attacked and raped. The were raped and it is an offence!

Both of them are the part of crime. But who will take responsibilty to eliminate these, whether only police activity is desirable or the society also should take some responsibility to eliminate these acts? This is the big question.
