These are issues that need to be evolved out of a broad consensus. In view of the urgency, the government should have sought to accelerate the process, but sadly the process of consultation itself did not occur - that is definetly a source of grievance for the state governments. The government has ample scope to introduce such acts even when the Parliament is not session. At least now, the central government should sit down, understand the grievances and evolve proper amendments to the laws. Also there are complaints that many sections are rather vague, these lacunae have to be remedied.

The likes of the powerful CM of Gujarat must understand this and that the wishes of the people is the supreme power from which they derive their strength. I think you donn't have an idea of how a Federal investigative agency will work. Any issue will be first investigated by the state police and once it is confirmed that the issue is a terrorist activity the federal agecy takes over the investigation. But over problem is that which ever party rules be it NDA or UPA they use the official machinary for politcal purpose and not for the nation.
NIA will help in curbing national criminalsBy: Prakashkapila | Wednesday , 7 Jan '09 11:02:16 AM Reply | Forward Even though it will take 1 month for NIA to just look into the case being a candidate case,it still will have more teeth than local agency in terms of reach.People like Dawood and Hawala operators will not have a reach that will transcend the departments.There will be healthy compitition from agencies of states and center to solve the case.Since they are of national importance NIA related cases can also be looked upon by state agencies finally coordinating the results with NIA in chargesheet and further jurisprudence.The states are getting more incapable everyday to fight such criminals more becuase of coordination and to lesser extent the reach of such connected persons hiding in the society.
