Are students allowed to smoke in hostels?

What about those who somkes in the roads or streets are they come within the purview of this ban. On the flip side what are the option which are available to the smoker's to smoke since cigarette and bidis are legal product. Moreover govt. earn huge revenue out of it, If I recall there was a hike of about 400% in the excise rate in the non-filter cigarette segment, wht u think the motive of the govt is behind such a ban?
