I personally do not agree to the tactics of Raj but fully agree with his views. Unfortunate thing in our country is that the issue is understood by the ruling parties only after an outburst.

Mumbai-Maharashtra is first for local people and then for others, not vice versa. This is not a specific case for Maharashtra, but many other states like Assam, Bengal etc are also suffering from uncontrolled influx of unskilled and semi-skilled people from outside states. Outsiders are not coming to those states for charity but for their own good. Federal and state governments also should start thinking to implement laws to protect vast diversity of Indian culture, language and also control intra-state migration (something like mandatory job card to get house rent, voter ID, ration card etc.). Semi skilled and un-skilled jobs should only go to outsiders when no suitable candidate is found in the state. People from other states must not be forced to pay high price for total anarchy and lack of development in states like Bihar and UP.

But are you sure that you will find enough Maharashtrians to work as daily wages as construction workers. I hail from poor state but even there locals do not come forward to do manual works. Neither they do in Punjab which is rich state. Stop migration at your own risk.

But that's not the case right now. There may be some cases, in some specific sectors that there is not enough local people but that must not be the argument for not implementing rules to control intra-state migration. If a specific sector is not getting suitable candidate for any job, THEN ONLY that job will go to outsider and there are specific ways to prove it (as done in many countries like Switzerland). And in such cases the salary and other benefits must remain the same. Lower salary-benefit must not be used to lure people from outside state depriving local people. Be assured that there will be no shortage of any workers, mainly semiskilled and unskilled sector even if we implement very strict intra-state migration laws. In Swiss, many Indians and East Europeans are migrating there to do many “dirty” jobs despite of very strict laws and without much opportunity to get citizenship there. If Biharis and UPites find working in Mumbai feel more safe and prosperous than other options they have, they will not hesitate to undertake and abide by all such rules. And it’s upto Mumbai and MH to remain attractive to others to get manpower. In that case both migration problem will be solved and quality of life in Mumbai-MH and Bihar-UP will improve.
