Dont you realized that USA is colloborating with Indian only for their citizen? What is with you explanation for the denial by USA to our intelligent officers questioning to the arrested?

He is a highly paid professional. If the price is right, one could find many such men and women in Americas, Europe and in other continents. He would have already got paid a sizeable sum of money in advance and would have done preliminary work like making local contacts, recruiting local mercenaries, gathering equipment and materials, setting up communication channels etc. He probably intended remote handling the job. One gets caught only at a stage when is ready to strike, at which time one becomes complacent. Apparently, Pakistan is constantly engaged in a never ending war with India and is willing to spend resources to that end, which India refuse to accept. Indian internal security personnel have to be on the look out for such innocent tourists. They do not seem to have the talent to imagine or foresee such things taking place in India.
