In this case wouldnt blame him because its not his fault.Agreed that the home portfolio is with him and he would have asked the police to clamp down. There would be a few who would circumvent the order for money. You cant judge 1000's of resources. What he should do is to punish the guilty and ensure the judgement is so harsh that no one tries it again. Let no one judge him for this incident. It could happen anywhere to any state.
