People will get rulers as deserved by them. People of Bihar and Jharkand will get only Madhu Koda and Lalu Prasad Yadav. Look at Kerala, least corrupt among all Indian states. Only reason for this is high literacy. Sixty six percentage of Keralites read news paper where as Indian average is just twenty two percentage. And you may disagree with their policies but left parties are less corrupt when compared to BJP, Dravidian parties and Congress.

So that the Government can survive. Take case of Maharashtra - it took 2 weeks to split the cream between partners Congress and NCP.
