Apart from being one of its kind in India, its a very much energy efficient and sustainable system. We at Indian Institute of Technology Kanpur (IITK) has centralized air-conditioning for the departments and the labs. The chilled water pumped from the central chilling plant runs through well insulated pipes and delivers the adequate temperature at the required place with the help of small fan operated system. Although the system is more efficient during hot weather (its quite a lot hot here in Kanpur) than winter. But the power consumption is very less compared to individual air-conditioners. Well thought NDMC and all the best for the implementation of the idea.
