To prevent this from happening again, Mumbai needs to look to the procedures and training of the Police in New York City. They should understand and implement the procedures developed after 9/11 for preventing and controlling terrorist attacks.In NYC all, ALL, police are armed with automatic pistols which they also carry off duty. If needed, they have higher power weapons available in their patrol cars. Always on alert are Special SWAT teams with heavy firepower and armored cars to respond to attacks.. And they train and train. You can't stop terrorist scum with canes ... you need bullets and heavy weapons. The police are the first line of defense ... don't let the politicians make excuses again. They may come from Pakistan, but that's no excuse not to defeat them in India and, if necessary, in Pakistan.
