Why is it that the very same ineffective bureaucrat has to brief the incumbent minister after so much of turmoil? Are they noy not equally accountable?

What is his two very efficient deputies M/ S Jaisawal and Ahmad is doing.One can see Jaisawal at any any given time, You will find only SAWAL on his face NO solution. A traditional politicaian who knows nothing about modern mangement system, information tecnology is supposed to take care of complex gamut of internal security. It's a farce.
