Instead he should focus on how to provide opportunities for students after 10th or 12th to pursue their interest of study. Now for every seat in good institution, 200 students are competing... This is what Kapil should focus on. How does it matter or what difference it will make if you have 10th board exam or not!!

This should promote a decent level of literacy and competence in various subjects instead of promoting mediocrity to support the quota system. The GOI should look into how China is going about in this area instead of pandering to every low aspiration to make money without working to earn it the hard way. The focus should be on building up the educational system from the bottom up by hiring dedicated and inspiring teachers regardless of the quota system, which only hands jobs to uninterested and money-grabbing, unqualified and corrupt teachers and puts money in the hands of politicians instead of the funds going directly to upgrade the schools.
