In 1960, the plan was to keep Delhi's population at 62 lakhs, especially as it was meant to be a government city. Today, Delhi has 140 lakhs! The Govt. city concept has been destroyed. Money changed hands and the Govt. city plan was undone. Nehru Place is a glaring example. Delhi has to be decongested. This has been criminally neglected. The National Capital Region Development has been a non-starter and I would go to the extent of calling it a fraud on the people of Delhi and the tax payer. Govt. offices have to be dispersed and it may be worth reviving the idea of having a second capital in South India, though, at one time, it was rejected as being unworkable. Delhi looks like anything but a well maitained and safe government or capital city. For this failure and sad state, both, the Central Govt. and the Delhi State Govt. are criminally to blame. I would say, decongesting Delhi has to be given the highest priority.
