Through diplomatic efforts we have to convince US, UK, Saudi, China etc of the links between the LeT and the ISI and the Pak army. That has to be a reasonably strong and credible evidence. We cannot expect Pak govt to accept it. But if we get these friendly countries to agree to it then we have succeeded diplomatically. Once they agree, we can put pressure on these countries to put pressure on Pakistan. Although it is quite a convoluted effort, unfortunately these are our best options now.
