They seriously consider themselves to be pretenders to the Moghal throne and hope to revive the medieval empire. Since they can't fight a bonafide war with India, they are adopting this guerila tactics. If we remember, Gen. Musharaff had also spoken about non-state actors during Kargil. We Indians should understand the problem in correct perspective. There are no non-state actors. As India is using PPP route to develpment, Pak use PPP route to destruction. Just to fulfill their obcession they are willing to self destruct their entire country, if it will help them desroy part of India. That is their nucelar doctrine. The world at large should engage with Pakistan to drill some sense into those heads hardened with obscurantist venom. India should work with China. After all we are a large market for Chinese goods. Fact is the India and China are to complimentary economies. There are no insurmountable differences.

Do non-state actors have any nationality. The other way around, these men killed US citizens, so Pakistan can surely extraditate them to the US

Isn't Lakhvi an Afgan-Arab terrorist. Then why can't Pakistan send him to India for trials? Probabaly sam egoes for some of the other terrorists that Pakis are trying to "protect".
