Celeste tipped to be US envoy WASHINGTON: RBichard Celeste, a former governor of Ohio state and an old India hand, is strongly tipped to be the new American envoy to India, replacing Frank Wisner. His selection would mark the return of political appointee to the post in New Delhi, which has lately been occupied by career diplomats. Both Wisner and his predecessors, right back into the 80s, were ranking career diplomats from the State Department. Transfer norms ALLAHABAD: The Allahabad High Court in a remarkable judgement on Tuesday held that there must be some objective criteria regarding transfers and postings of government servants in the state of Uttar Pradesh. Justice Markandey Katju has observed that transfers should be left in the hand of concerned senior officer and it should not be done by, or at the instance of ministers or politicians.
