CHENNAI, July 27: The Videsh Sanchar Nigam Limited (VSNL) has planned to set up a second antenna at its earth station in Ambattur to step up the international subscriber dialling (ISD) and high speed data circuit capacity. The proposed antenna is to begin functioning from 1999.
