The Budget session, which begins in the third week of May, will also see the introduction of Bills seeking the constitution of Legislative Councils in the states of Punjab, Tamil Nadu and Assam, Union Parliamentary Affairs Minister Madan Lal Khurana informed reporters on Friday.

Also high on the list of business transaction in the next session is the introduction of the Lok Pal Bill, which will also bring the office of the Prime Minister within its purview, and legislation seeking reservation of 33 per cent seats in Parliament and state Legislatures for women, extensive electoral reforms and delimitation of constituencies.

The Government has drawn up a list of altogether 20 new legislations to be introducedin the forthcoming session, Khurana added.

He had already written, the Minister pointed out, to the Ministers concerned to expedite work on the Bills they would like to introduce in the forthcoming session, which is the first full-fledged session of the twelfth Lok Sabha. The last session was convened primarily for fulfilling the President's directive to Prime Minister Atal Behari Vajpayee to prove his majority.

According to him, he had also written to the Ministers under whose purview fell those ordinances which were issued by the previous Government, but which were allowed to lapse in the first week of May. This includes the one on Prasar Bharati.

The Opposition, he claimed, will be consulted on according priority to the Bills as well as on the duration and format of the Budget session. He said while a monsoon session was unlikely to be held, the Prime Minister will ask the Opposition parties to give their views on this as well as on the issue whether the session should have the customary three-weekbreak in which the standing committees study the Budget.

INTERNAL SECURITY: Meanwhile, Home Minister L K Advani has said that his government's first priority was to restore people's faith in the country's security apparatus.

``There is an all pervading cynicism and the deteriorating internal security situation has caused anxiety in the minds of the people,'' Advani told jawans and officers of the Central Industrial Security Force (CISF) here after their anniversary parade and investiture ceremony on Saturday.

Stating that it would be his government's first priority to check the cynicism and restore popular faith in the security apparatus of the state, the Home Minister said, ``it is here that institutions like CISF can play a vital role.''
