Demoralised Joshi staggers through budget session

MUMBAI, April 24: Failure of the Shiv Sena-Bharatiya Janata Party Government to table the Srikrishna Commission report, a series of charges of corruption against Chief Minister Manohar Joshi and Deputy Chief Minister Gopinath Munde and passing of the Mayor-In-Council and Rent Control legislations marked the five-week stormy budget session of the State Legislature, which concluded here today.

During the entire session, the Manohar Joshi Government appeared politically demoralised and weak in view of the massive debacle of the Sena-BJP nominees in the just concluded mid-term polls.

For Joshi, it was for the first time that serious charges of irregularities were levelled not only against him, but also against his son Unmesh and son-in-law Girish Vyas. However, his major success was that despite strong opposition, the Mayor-In-Council bill, which was his own concept, was passed in both the Houses.

But leader of Opposition Madhukar Pichad claimed that the Congress-led Opposition members exposed thethree-year-old alliance Government on all fronts. ``The biggest failure of the Joshi Government was its inability to table the Srikrishna Commission report despite its promise. We succeeded in forcing the Government to amend the legislation relating to Mayor-In-Council system to provide for reservation of Mayor's post and ensure that Mumbai is not separated from Maharashtra,'' Pichad pointed out.

Meanwhile, Chief Minister Manohar Joshi said that barring the row over the Srikrishna Commission report, the role of the Opposition was positive and constructive. ``Our views on the Srikrishna Commission are very clear. We will table the report only after the Action Taken Report is submitted by the high-level committee headed by Chief Secretary P Subramanian,'' Joshi said. Replying to a question, Joshi said he will not hesitate to initiate a high-level probe against controversial builder Raj Dadarkar. ``It is true that Bal Thackeray had referred to Dadarkar in an interview. If additional information about him isgiven, I will certainly conduct an inquiry against him,'' Joshi said. On Cabinet expansion, Joshi said he will induct a few more ministers, but there will be major reshuffle of portfolios. ``I will expand the cabinet before May 1,'' Joshi added.

On the other hand, leader of opposition Madhukar Pichad and Opposition members R R Patil, Dilip Walse Patil and Rohidas Patil created an embarrassing situation for not only Public Works Minister Nitin Gadkari, Finance Minister Mahadev Shivankar, but also for Joshi and Deputy Chief Minister Gopinath Munde.

Continuing his campaign against the chief minister, R R Patil, in an oblique reference to Joshi's son Unmesh, remarked that a mini-CM operating from Malabar Hill was helping Dadarkar vacate prominent premises in the Dadar area. R R Patil also submitted a specific list of properties, which were allegedly evicted at the instance of Dadarkar.

Afterwards, when the House debated the Mayor-In-Council bill, Dilip Walse Patil brought to the notice of the chief ministerthat even though he was conducting literacy classes at his official residence, school premises in Dadar, the Assembly constituency of the chief minister, were being sold out to leading builders.
