Govt to file reply on tinted glasses

NEW DELHI, May 19: The Delhi High Court today directed the Centre, the Delhi Government and the Police Commissioner to file their replies within four weeks on a writ petition seeking to ban dark films on car windowpanes in the Capital.

Acting Chief Justice Mahinder Narain and Justice S.K. Mahajan issued the directions after expressing dissatisfaction over the oral submissions of government counsel.

Counsel Avinash Ahlawat, appearing for the Delhi Government and the city police, submitted that the police had launched a drive against tinted glasses since May 1. Vehicles having coloured films on glass-panes and with visibility less than 70 per cent on the sides and 50 per cent on the windscreen and rear were being fined.

Ahlawat could not explain a query put forth by the court as to what method was being adopted by the police to measure the degree of visibility of the dark glasses.

Ahlawat said that they were doing it on the basis of the ``sun test'' and submitted that the government had approached the Indian Institute of Technology (IIT) which had reportedly devised a method to measure the level of visibility.

Advocate R.M. Bagai, who had filed the petition, said no vehicle with tinted glasses be allowed to ply in the Capital as they act as a cover for criminal activity. The matter would come up for hearing again on August 10.
