Curbs will fail if others don't join US: Cohen

WASHINGTON, May 27: The White House and the US State Department have both lauded the World Bank's decision to postpone loans to India in the wake of its nuclear tests but indicated Washington has no guarantee that other nations will join the US in its sanctions. "US sanctions will fail unless they are multilateral," warned Defence Secretary William Cohen while criticising other countries for what he described as their "business-as-usual" attitude towards India.

The World Bank yesterday announced postponement of loans to India that were to come up for vote this week as an immediate reaction to India's nuclear tests.

Cohen told National Journal in an interview, "I think other countries will take umbrage if India is able to conduct underground tests and avoid actions that back up the words of condemnation. That is why it is very discouraging to see countries condemn India's action but still maintain a business-as-usual policy."
