NEW DELHI, July 24: Lok Sabha today discussed the Constitution amendment bill earlier introduced by G M Banatwalla, Muslim League, seeking extention of the limit of reservation for backward classes.Banatwalla said that the Supreme Court has fixed the limit of reservation to an extent of 50 per cent but in Tamil Nadu, 69 per cent reservation already existed, while in Karnataka it was 73 per cent. He said that fixing the limit of reservation would impede the process of social justice and demanded that the concerned states should be allowed to fix the reservation percentage to provide social justice to the backward classes.
Opposing the theory of creamy layer advanced by the Supreme Court, Banatwalla said that it was a false notion that so called forward among the backwards snatched away the benefits of other members of the community. It was a myth which had long been exploded, he said.
Banatwalla, while substantiating his statement said that has been a backlog since all posts were not filled.
KharbelaSwain, BJP, opposing the bill stressed that backwardness should be decided on the basis of the economic condition of the person. He said that among the high castes society also there were economically backward people and among the backward castes also there were forward category.
Swain who hails from the backward caste, said that in fact the benefit of reservation had not percolated down to the poorest of the poor which was the real problem. He said that those among the backward castes who attain higher positions wanted that the fruits of the reservation should be continued for their children also.
He said that the reservation policy required a fresh look since a middle class has been created even among the backward castes. He said that in spite of being born in the backward family, he personally did not favour reservation and considered the reservation as a humiliation. E Ahamed, IUML, strongly pleaded for reservation of the backward people on the basis of communities.
Prabhunath Singh, Samata Party,said reservation should be given to those who were economically and socially backward irrespective of caste.
S Mallikarjuniah, BJP, said reservation policy had only helped the better off sections among the scheduled castes and scheduled tribes.
Shailendra Kumar, Samajwadi Party, pleaded for reservation in the judiciary for the weaker section.
Ratilal Kaklidas Varma, BJP, and M K Premachandram, RSP, also participated in the discussion which remained inconclusive.
