NAGPUR, Aug 24: The Central Bureau of Investigation (CBI) has filed an FIR against Narayan Singh, former commissioner of Bastar, in the Bastar forest and land scandal case recently.Acting on the orders of the Supreme Court in a writ petition filed by S R Hiremath, president of the National Committee for Protection of Natural Resources (NCPNR), an FIR has also been filed against Chittaranjan Khetan, former additional collector, Kanker; and M S Paikra, former additional collector, Dantewada.
The NCPNR has sought the removal of Shiv Netam as the District Minister of Kanker. In a detailed letter to the Chief Minister of Madhya Pradesh, Digvijay Singh, the committee has demanded investigation into the alleged irregularities committed by Shiv Netam as Forest Minister.
His continuation as District Minister of Kanker could hinder investigations in the Bastar forest and land scandal, as his brother V Netam and wife Shanti Netam are allegedly involved, the letter said.
The FIR has charged Narayan Singh,Khetan, and Paikar with violating several state and Central laws. This includes criminal conspiracy law, MP Prevention of Corruption Act, and Indian Forest Act.
The FIR further states that the facts contained in the writ petition, (Interim) report of the Lokayukta of Madhya Pradesh and other papers say that the State Government officials in connivance with others in power had misused their position to cheat the government by forging documents and flouting rules in as many as five cases in Markel, Badegudra, Kurandi, Dantewade, Kotholi etc.
The FIR of the CBI lists various offences under various acts: Illegal transfer of lands violating laws like MP Land Revenue Code, official position being abused in registering sale deeds, granting permission to tree-felling in favour of some influential people, allowing dummy purchases to cheat the tribals of Badegudra village to the tune of crores of rupees.Hiremath told The Indian Express that the chief minister was yet to respond to NCPNR's plea to remove Shiv Netamand start investigations into allegations against him.
The NCPNR has also asked for prosecution of Mahendra Karma, former MP of South Bastar, and Raja Ram Todem, MLA and Deputy Leader of the Opposition in the MP Legislative Assembly for allegedly cheating poor tribals, according to the government report.
Karma and Todem are alleged to have received huge amounts in several transactions, Hiremath alleged.
