PPCC to file PIL on loan

KAPURTHALA, Sept 14: Punjab Pradesh Congress president Amarinder Singh today said Congress would file public interest litigation (PIL) in the Punjab and Haryana High Court for borrowing huge loan of Rs.2100 crore from commercial institutions at high rate of interest of 14 per cent to ruin the economy of the state.

Talking to media persons here today before addressing the dharna, Capt. Amarinder Singh said he would consult the lawyers within a day or two to prepare the case for the PIL.

He said he was deeply concerned about the poor economic condition of the state during the 18-month rule of the SAD-BJP Government. He asked Punjab Chief Minister Parkash Singh Badal to explain people how he would repay the huge loans taken from commercial institutions at a high rate of interest when the state government was living on a 11-day draft limit of the Reserve Bank of India.

He said the Reserve Bank had not waived off a huge loan of Rs 6500 crore so far except one installment.

The Congress chief criticized Badal for spending Rs. 1000 crore in his home constituency of Gidderbaha ignoring the other districts.

Amarinder Singh said Congress president Sonia Gandhi would visit Punjab on October 4 instead of her earlier programmee of visiting the state on September 27. Sonia will pay obeisance at Golden Temple and tributes at Jallianwala Bagh.

When asked if Sonia would apologise for Operation Bluestar, Amarinder Singh said she had already expressed regrets on her visit to the state during Lok Sabha elections. He also condemned the statement of Tohra for not presenting siropa to Sonia Gandhi by saying it was short-sightedness of Tohra.

Commenting on the People'S commission, Amarinder Singh said it would undermine the functioning of judiciary. He demanded the formation of fact-finding committee to look into role of politicians, police and those responsible for the spread of militancy and running the economy of the state.

He alleged that Badal and his family members were looting the government while SGPC chief G.S.Tohra was looting ``Guru Ka Ghar'' (Sikh shrines).Addressing workers' dharna in the district courts in which more than 3000 workers participated, Amarinder Singh said the SAD-BJP government had failed to come up to the expectations of people and people were wanted a change.

He said the Akalis had forgotten the demands of Punjab like transfer of Chandigarh, rivers water dispute etc for which they had launched dharam yugh morcha.

He said he had levelled serious charges of corruption against the Chief Minister and his family members and his party vice president Jagmeet Singh Brar was collecting evidences to file a complaint before Lok Pal but Badal was keeping mum on this issue.

Commenting on Tohra's statement to ban the Congress rallies in Punjab as the Congress used to ban the Akali rallies, he said the Congress had banned only those rallies of Akalis which were abetting militancy and propagating Khalistan.
