NEW DELHI, September 14: The five-member committee instituted by the municipal corporation to inquire into the deaths of five persons in Dichau Kalan village due to suspected poisonous gas submitted its report to the Mayor today.The committee has described the cause of the deaths as natural and suggested that the next of kin of the victims be given monetary help and a person in each family be given a job in accordance with qualification.
Five persons lost their lives on July 11 due to inhaling poisonous gas lingering in a well. The report explains that the well in question was located near a pool of stagnant water and sewage. Since the village does not have a proper sewage system, all domestic waste is dumped into this pool from where it makes its way to the well. As such, there has been a ban on the use of this well for the last 15 years.
The villagers had however, installed a tube-well in the well to supplement their water supply. Now, as it were, a heavy downpour on the relevant day (July 11) caused the tube-well motor to get submersed in the water, and it was to retrieve it that 30-year-old Satbir was sent deep into the well. He was followed by another four men one after the other, with nobody aware of the presence of toxic fumes down in the well. Not a single one made it out alive.
The villagers realised what had happened only after a sixth man, Anoop was being lowered inside the well. No sooner had he descended a few feet, he complained that he was choking and asked that he be pulled back. The fire department was immediately summoned, but it was too late. The report says that no one can be blamed for the deaths as the use of the well should never have been revived.
The committee has also recommended that Anoop deserved to be rewarded with a job for his quick thinking. It has also suggested that the well in question be filled up and a separate outlet made for the stagnant water. It has suggested that water tankers be sent to the village till an alternate arrangement is made for supplementing the water supply.
The committee has also recommended that to avoid similar instances in the future, suitable outlets for waste water should be made in every village. Moreover, it suggests that the health department investigate and determine ways of preventing the formation of poisonous gases in these pools.
The committee members included Congress MLA Mukesh Sharma, councillor Prithvi Raj Sahani, Divya Jaiswal, Rajesh Gehlot and Jaikishan Sharma.
