TN situation worse than Bihar, says Jayalalitha

CHENNAI, SEPT 23: The All India Anna Dravida Munnetra Kazhagam (AIADMK) today said the situation in Tamil Nadu was several times worse than that in Bihar and resolved to vigorously pursue its demand for dismissal of the DMK Government in the State.

At a press conference here, party general secretary Jayalalitha urged the Centre to uniformly apply Article 356 of the Constitution to all states where law and order had broken down, there was financial mismanagement and the incumbent government was not run in accordance with the Constitution.

``We are particularly referring to Tamil Nadu,'' she said.

Jayalalitha, however, declined to say whether her party would support the imposition of President's Rule in Bihar when it came up in Parliament for approval. Nothing could be said now, as the President had not yet revealed his mind.

``I don't wish to say anything further except that we don't know the President's mind yet, and secondly, we will keep on demanding the dismissal of the Tamil Nadu Government.

``If the situation in Bihar warrants invoking Article 356 of the Constitution, I would say it is far worse, several times worse, in Tamil Nadu,'' Jayalalitha said, after she was formally declared elected party general secretary for a third consecutive term.

On Union Home Minister L K Advani's repeated assertion that he would not misuse Article 356, Jayalalitha said Advani had said he would do only what was constitutionally proper and politically correct.

``Since the Centre is satisfied that the Bihar situation warrants dismissal, so does the situation in Tamil Nadu.''

Asked if the BJP was adopting a discriminatory attitude towards its allies, by sidelining the AIADMK's demand while acceding to the Samata Party's demand, she said: ``If the Centre does not dismiss the Tamil Nadu Government, the people will certainly think so.''

To a question, she said the Governor's report was not necessary to dismiss a state government, pointing out that there was a precedent for it in Tamil Nadu in 1991, when the then DMK regime was sacked without the Governor's report.

Asked if she had been consulted by the BJP-led government before the decision to impose President's Rule in Bihar was taken, she replied in the negative. ``We have not been consulted on several important issues.''

She parried questions trying to link the Bihar issue with the AIADMK's support to the BJP-led government, saying she had already declared that the support would continue. On her ongoing `review' of the party's support, she said a review could go on for months or even years. ``It doesn't suffer from any time limitations.''

Earlier, the party executive, which met here, in a resolution said the reasons cited by the Centre for dismissal of the Rabri Devi Government in Bihar applied to Tamil Nadu also. In fact, the Karunanidhi government had been instigating `foreign forces' which had undermined the country's unity and sovereignty, it alleged.

Article 356 should have been invoked against Tamil Nadu first before it was done in other states, it said.

The resolution said even during the Lok Sabha elections, the AIADMK front promised the people that if the BJP-led coalition was returned to power, the DMK government in Tamil Nadu would be dismissed.

The AIADMK had been demanding the dismissal of the DMK government but the Centre, without going into merits or justifications of the demand, had been repeatedly saying the Article would not be misused, it said.

The resolution sought to highlight that the Centre had recommended imposition of President's Rule in Bihar at a time when the BJP had been saying it was against invoking Article 356 to dismiss state governments.

The executive also urged the Centre to register a case against Karunanidhi on the basis of the Jain Commission report, without waiting for a probe by the multi-disciplinary investigating agency.

Another resolution urged the Centre to implement the draft scheme prepared by the United Front government to establish the Cauvery river authority, as the present scheme, based on a recent accord forged by the prime minister in consultation with the chief ministers of the Cauvery basin states, was not good enough for implementation of the interim award of the Cauvery Water Disputes Tribunal.

It also demanded a constitutional amendment to protect the 69 per cent reservation in the State, and another to accord 33 per cent reservation for women in Parliament and State legislatures, and steps to declare all national languages as official languages of the country.
