Pressure builds up against Art 356 in Bihar

NEW DELHI/PATNA, SEPT 23: Pressure built up in the Capital and from Patna against the Cabinet recommendation on imposing Central Rule in Bihar.

The Bihar Assembly moved two resolutions appealing the President to reject the Union Cabinet recommendation to impose President's Rule and recall state Governor Sunder Singh Bhandari. Boosting the official resolutions coming from Bihar, an Opposition formation in Delhi -- comprising the Congress, Left parties, and the Rashtriya Loktantrik Morcha -- announced a nationwide protest day on Friday against the ``brazen abuse of power'' by the BJP-led government.

President K R Narayanan, on his part, was in the thick of consultations with legal and constitutional experts on the recommendation for Central Rule in Bihar even as he entertained a host of opposition representations campaigning for for a rejection.

Narayanan, who last year returned a similar recommendation made by the United Front government on Uttar Pradesh, was consulting experts and the consultations would continue tomorrow, a Rashtrapati Bhawan spokesman said.

Meanwhile, signalling the hectic pro-Rabri moves in Bihar Assembly, the first resolution urging the rejection of the BJP Govt decision was adopted in the absence of major opposition parties like the BJP, Janata Dal, both factions of the JMM and other Jharkhand parties. The former parties staged a noisy walkout protesting against the decision of the chair to allow the resolution without it being discussed in the business advisory committee.

The second resolution -- for recall of the Governor -- was passed by voice-vote with JMM and Janata Dal boycotting it. Later talking to media persons, Speaker Deonarayan Yadav said the second resolution was ``improper''. He did not explain why it was ``improper''. In exercise of my powers `I will not not send the resolution to the President as demanded by the members'', the Speaker said.

Both resolutions were moved by Furkan Ansari of the Congress. On the Delhi front, RJD chief Laloo Prasad Yadav announced here this evening the `protest day' would include a bandh too. Indications are that opposition-ruled states such as West Bengal, Kerala, Tamil Nadu, Bihar and Madhya Pradesh may go in for a full-fledged bandh on that day.

The Opposition parties have also demanded the immediate convening of both houses of Parliament to discuss the BJP government's recommendation to dismiss the Bihar government. The decision was taken at a meeting attended by Sharad Pawar, Pranab Mukherjee (Congress), Mulayam singh Yadav (RLM), Harkishen Singh Surjeet and Sitaram Yechuri (CPM) and A B Bardhan (CPI).
