PATNA, Sept 23: A Vishwa Hindu Parishad (VHP) activist was killed and a mail derailed as incidents of uprooting railway tracks, explosion and scuffles marked the day-long Bihar bandh called by the Rashtriya Janata Dal (RJD) to protest against the Centre's recommendation for dismissal of the Rabri Devi government.State Home Secretary, R K Singh said that the bodyguard of RJD leader and former MP from Bhagalpur Chunchun Yadav, shot dead one person following an altercation over enforcing the bandh. The victim was identified as Amar Pratap Singh, a social worker, who had objected to uprooting of scaffolding for erection of a pandal for the Durga puja. Singh informed, arrest of Yadav and his bodyguard has been ordered.
The chief secretary also informed that three bogies of the New Delhi-Guwahati Bramhaputra mail was derailed near Khusrupur railway station on the Patna Bakhtiyarpur section of the eastern railway at around 1400 hours.
RJD activists were involved in uprooting a 25-feet stretch of railway tracks near Koparia station on the Saharsa-Mansi section of east central railway causing disruption of traffic between Saharsa and Mansi for several hours, the chief secretary said.
Normal life was thrown out of gear in several parts of the State with disruption of rail and road services and major shop and business establishments closed.
An east central railway spokesman said train services were badly affected under Sonepur and Samastipur divisions with RJD supporters sitting on the tracks at several stations, including Khagaria, Mansi, Barauni and Patori.
Bandh supporters also disrupted movement of trains on Muzafferpur-Samastipur section by launching a dharna on the tracks at Dholi. Several trains were cancelled or controlled at different stations as a result, the spokesman said.
Rapid Action Force jawans staged a flag march in the industrial town at Ranchi in south Bihar to instill confidence among the people. However, shops and business establishments downed shutters while few vehicles could be seen on the road. Long distance buses services were suspended.
RJD activists attempted to take out processions to muster support for the bandh, but were dispersed by the police. The agitators also damaged two buses near Patna junction and stoned a few passing vehicles.
While functioning in the State government offices was reported to be ``near normal'', banks transacted moderate business. Reports from Jamshedpur said, the bandh failed to evoke any response in the industrial area.
About 171 RJD supporters including the Singhbhum district RJD president, Onkarnath Jaiswal and Radhe Prasad Yadav were taken into custody for trying to enforce the bandh. In all, over 1,000 bandh supporters were arrested from different places in the State, the sources said.
