Chief Metropolitan Magistrate (CMM) Prem Kumar took cognizance of a Central Bureau of Investigation (CBI) chargesheet and issued the warrants recently against sub-inspector Ramesh Narang, constables Bal Kishan, Meer Singh, Rohtash Singh, Jasveer Singh, Pawan Kumar and Mohsin Khan, posted at the Samaipur Badli police station in North Delhi at the time.

Describing the incident as, ``An example of police excesses'', the CMM said the accused should be produced in his court on October 8, the next date of hearing.

The CBI, which started investigation into the case in January this year following a Delhi High Court direction, alleged that the accused, at the instance of three others, now on bail, had severely beaten Jaswant Singh, who later succumbed to injuries in a hospital.

It alleged thepolicemen had, ``severely beaten Jaswant, his brother Balbir and outraged the modesty of some women members of the family and later implicated them in a false case''.

The policemen had inflicted injuries on themselves to show they were attacked by the accused, it alleged.

The chargesheet said Narang had fired three shots in the air to terrorise people and herded all the family members from village Siraspur to the police station after Balbir failed to inform the police of the whereabouts of his cousins, Prakash and Jagdish, accused in an assault case.

The chargesheet alleged that the case against Prakash and Jagdish was subsequently converted into an attempt to murder case, and that the policemen had assaulted and abused all the family members, including some women, and herded them to the police station. They also allegedly assaulted another person when he went to serve food to Balbir's family members at the police station.

The chargesheet said the lieutenant governor has sanctioned the policemen'sprosecution. Three other accused, Udai Singh, Jai Prakash and Kishan, who were granted anticipatory bail, have been issued summons to appear before the court on the next date of hearing.
