Unsure of President's assent, Cabinet drops ULCRA move
The proposal to scrap the Urban Land Ceiling Regulation Act (ULCRA) through an ordinance appears to have been once again put into cold storage, with the government doing a volte face on the issue.

The exiled Saudia Arabian millionaire Osama bin Laden's pan-Islamic plans appear to have spilled over into Jammu and Kashmir. The seizure of his photographs from four slain militants yesterday amply suggest that his men are already in the State for carrying out subversive activities.
