Death sentence cannot reduce crime rate: PUCL

PRESS TRUST OF INDIA  
NEW DELHI, November 8: The People's Union for Civil Liberties (PUCL) on Saturday criticised the reported move of the government to introduce death penalty for those found guilty of rape and said that terror by penal legislation was no substitute for social and cultural transformation and reformative measures.

It said that opposing capital punishment for any crime did not mean an attitude of laxity towards the crime. ``Punish these offenders by all means by life sentences, declare them ineligible for remissions for a stated period,'' suggested a statement by the PUCL.
