MUMBAI, Nov 11: Mayor Nandu Satam has issued a circular to all department heads of the Brihanmumbai Municipal Corporation (BMC) listing measures to be taken to slash expenditure in view of the nearly Rs 376-crore deficit being faced by the corporation. All departments have been asked to implement the measures immediately.Satam had himself taken charge of the octroi department to ensure greater collection of the major revenue component, but increase in octroi collection has been negligible.
In the new circular, Mayor Nandu Satam has pointed to the insufficient revenue gained by BMC in proportion to expenditure and said only public works which are urgent in nature should be taken up by department heads. Also, if there is no budgetary provision for a work under a particular head, monetary provisions from other heads shouldn't be utilised unless the work is very important.
The revenue department has been asked not to repair footpaths using chequered and decorative tiles, but Satam adds that if the localcorporator is willing to spend money from his fund for the work, the ward office should carefully scrutinise the proposal and grant permission.
He has also called for a freeze on recruitments for posts lying vacant in the establishment, and department heads have been asked not to forward any such proposal. Also, posts which have been lying vacant for over three months shouldn't be filled, the Mayor has said.
Renovation of cabins for employees and buying of furniture have been put on hold. The Mayor-In-Council, however, two months ago passed a proposal for new cabins, along with ante-chambers, for the 12 council members at a cost of Rs four crore.
After withdrawing monetary assistance to senior citizens of Dignity Foundation involved in garbage collection, Satam has issued orders not to bring forward any new proposal about garbage removal through non-governmental organisations.
To cut down on the expenditure in the health sector, the circular has stated the machinery available with a particularhospital should be utilised by other civic hospitals if needed, and machines which aren't used widely and are needed only for a particular ward shouldn't bepurchased.
The BMC employees have been asked to cut down on the expenditure on stationery, travel, advertisements and training. If one advertisement is released in more than one newspaper, the size of the advertisement should be small. To save expenditure on paper, photocopies should be done on both sides of a paper.
Employees have also been asked not to use their mobile phones while in office and in the office premises.
