The party has not promised full statehood for Delhi and stressed that the Delhi Police should not be divided between the Centre and the proposed Delhi state.

``If Delhi is bifurcated as per the BJP's plan, there will be two police forces, one under the Delhi Government and another with the Union Home Ministry. How would you like two policemen at the same spot?'' it posed.

On the strategy for checking the rise in prices, Chandra said the first step would be to increase production, adding that if the right action had been taken by the authorities against hoarders the problem would not have occurred.

The manifesto, released by Delhi Pradesh Congress Committee president Sheila Dikshit, adds: ``Tough measures will be taken against blackmarketeers, hoarders and speculators.
