Cong promises action in '84 riots cases

NEW DELHI, November 11: The Congress today declared in its manifesto that if voted to power, it would take appropriate action under the law against ``those involved in the 1984 riots.'' Asked why there was just a one-line reference to the riots, Leader of the Opposition and Chairman of the Delhi unit's manifesto committee Jag Pravesh Chandra said, ``What if it is just one sentence? Even a death sentence is a single line.''

The party has not promised full statehood for Delhi and stressed that the Delhi Police should not be divided between the Centre and the proposed Delhi state.

``If Delhi is bifurcated as per the BJP's plan, there will be two police forces, one under the Delhi Government and another with the Union Home Ministry. How would you like two policemen at the same spot?'' it posed.

On the strategy for checking the rise in prices, Chandra said the first step would be to increase production, adding that if the right action had been taken by the authorities against hoarders the problem would not have occurred.

The manifesto, released by Delhi Pradesh Congress Committee president Sheila Dikshit, adds: ``Tough measures will be taken against blackmarketeers, hoarders and speculators. The public distribution system will be made to work in an effective manner.'' Describing itself a ``natural party of governance'', the Congress has promised good and ethical governance: ``The world judges India from the quality of life in Delhi,'' it said.

The manifesto also promised official status and official use in administration, education and information to Punjabi. Salient points of the manifesto are:
Official status/official use for specified purpose in administration, education and information to Urdu and Punjabi.
Setting up an administrative code by setting out objective criteria rather than personal discretion in decision-making. It will make administration corruption-free, transparent and efficient.
Civil servants to be protected from undue political interference and pressure.
Starting a special women's police force to look after the security of women and speedily tackling crimes against women will be stressed and taken up with the Central Government.
Setting up of a civil defence force and augmenting the police force in proportion to the population in Delhi while bringing to the notice of the Home Ministry the problems of the Delhi Police.
Replacement of the outdated IP thermal plant with a new gas-based power plant; setting up three naptha-based power plants in Dwarka, Kondli-Ghroli and Narela; putting into operation a ring around Delhi to draw the already allocated power from the Northern Grid.
Haryana to be asked to give more water to Delhi.
Setting up of a Delhi Transport Authority to ensure coordination of DTC.
Sales Tax in Delhi on different items to be less than in neighbouring states. n New wholesale markets.
Regularisation of unauthorised use of residential areas.
No outside interference in the management of Wakf properties.
Women to get due protection, opportunities and facilities for work, equal wage for equal work and accommodation and congenial working conditions.
