Court Update -- Delhi

Notice to health secretary
The Delhi High Court today issued a contempt notice to Union Health Secretary K.K. Bakshi for his failure to implement the recommendations of the Justice N.C. Kochhar Committee. The panel had indicted senior government officials for the death of one patient and 16 others who fell ill after they were given tainted IV fluids in September 1992. Justice S.N. Kapoor demanded an explanation from the Secretary within four weeks as to why contempt proceedings should not be initiated against him ``for disobeying the High Court order of September 5, 1997 which directed him to take necessary action.'' The case will be heard on February 12.

Tughlaq Road SHO rapped
The SHO of Tughlaq Road Police Station was today pulled up by Metropolitan Magistrate (MM) Vinod Kumar Sharma for being ``insincere towards the duty assigned to her.'' The court, at its last hearing of a case involving BSP leaders Kanshi Ram and Mayawati's alleged ``misconduct and violent approach'', had directed SHO Indira Singh to serve them with summons. In her reply today, the SHO expressed her inability to comply with the orders as the two were ``unavailable'' to receive the summons. The MM, taking cognizance of the reply, told the SHO: ``They are VIPs and the press reports say that they are addressing rallies and gatherings in view of the coming assembly elections''.

He fixed December 14 for the next hearing and asked the SHO to ensure the summons were served by then.

Personal point case adjourned
Metropolitan Magistrate N.K. Gupta adjourned the trial proceedings of the Personal Point triple murder case to November 30. The proceedings were postponed following the absence of the accused in court.
