Kalyan blames defeat on price-rise

CHANDIGARH, Dec 4: Rising prices was the main factor which led to the defeat of the BJP in the Assembly Elections. Admitting this, Kalyan Singh, the Chief Minister of Uttar Pradesh today said that "Congress has not won the elections - its only that BJP has lost".

Giving no score to what he termed as the "Sonia factor" in Uttar Pradesh, the Chief Minister said that the Congress had been rendered absolutely irrelevant in Uttar Pradesh.

While talking to the media persons, Kalyan Singh reiterated his stand on Uttaranchal, saying that the BJP was committed to make separate Uttaranchal and that the state favoured inclusion of Udham Singh Nagar as a part of Uttrakhand state. However this would depend on the report of three member committee set up by the co-ordination committee of the BJP and its allies, added the Chief Minister.

The committee comprising of defence minister George Fernandes, Kalyan Singh and Punjab Chief Minister Prakash Singh Badal was set up after the Akali Dal disapproved of the inclusion of Uddham Singh Nagar, a Sikh dominated district in the state. "The ball is now in the Centre's court as far as the Uttranchal issue is concerned," said Kalyan Singh.

Earlier, at Agro-Tech '98, the Chief Minister wooed the foreign and domestic investors, including the NRIs, to invest in the state of UP promising a conducive atmosphere. Capital investment was invited in energy, building of roads, education, medical and agro-based industries, he said. "Continuous power supply is guaranteed and a regular VIP treatment to those willing to tap the vast potential of the state is assured," said the Chief Minister. Making an attempt to attract the private sector to his state, Kalyan Singh promised an "investor-friendly" tax structure along with opportunities even in infrastructure development. Citing example of Noida where work has been undertaken by a private company to construct a massive over-bridge, the Chief Minister stressed upon Build, Operate and Transfer policy.

The Chief Minister also said that he would be announcing a score of policies for industry before December 31, including one for agriculture, power, tourism, and small scale industries.
