Uproar again, but Women's Bill is finally introduced

NEW DELHI, DEC 14: The Government today moved the Women's Reservation Bill in the Lok Sabha despite vociferous opposition from Rashtriya Loktantrik Morcha MPs.

The introduction of the Bill sets in motion the legislative process which has been held up since the Monsoon session. On top of the agenda is the Insurance Bill which is likely to be introduced in the Lok Sabha tomorrow.The privilege motions moved by Trinamool Congress leader Mamata Banerjee and Samajwadi Party MP Daroga Prasad Saroj against each other have been referred to the privileges committee. But before referring the motions to the panel, Speaker G M C Balayogi ``strongly condemned'' the scuffle that took place in the House on Friday.

Even today the proceedings in the lower House were marred by four adjournments, the first two thanks to the demand of action against Mamata by unrelenting SP-RJD members. An all-party meeting called by Balayogi in his chamber failed to bring about peace as both Mulayam and Mamata stuck to their respectivestands. The meeting didn't reach a consensus but was used mainly by Mamata and Mulayam to sharpen their claws. Information Minister Pramod Mahajan attended the all-party meeting at Balayogi's chamber as the Prime Minister's representative.

In the Lok Sabha, the Government seemed to have done its homework and realised the importance of keeping Union Law Minister M Thambidurai at a ``safe'' distance from SP-RJD members. He was made to sit on the second row in the treasury benches, flanked by Yashwant Sinha and Sushma Swaraj. Yerran Naidu of the TDP sat in the front row, apparently keeping an eye on the trouble spot to his right from where the RJD and SP members stormed to the well.

At 2 pm, security was tightened around Balayogi with four marshals surrounding him. As was expected, the SP-RJD members reached the well of the House no sooner than the Union Ministers started tabling the appears. As Thambidurai's turn came, the protesting members' slogans engulfed the House and nothing was audible during thenext few minutes.

But Balayaogi remained unfazed and the Bill was introduced. Seconds later, he put to vote the motion for introduction of the Bill, and the House adopted it by voice vote with Congress and Left parties joining the ruling BJP coalition in supporting it.

The decision was cheered by all the women MPs. A few seconds later, Mamata walked towards Thambidurai and shook hands with her and Sushma.The opponents of the Bill, however, would not let go so easily. The drama continued till 3.30 pm when they again trooped to the well, protesting against the ``brazen and unconstitutional'' manner in which the Bill was "bulldozed" through the House.

Outside the House, Mulayam threatened to launch a nationwide agitation in case the Bill did not provide for reservation for Dalits, OBCs and Muslims as well.
