PUNE, Dec 14: The ruling Congress at the Pimpri-Chinchwad Municipal Corporation's civic body today outrightly rejected the proposal of alloting construction work of five flyovers to the Maharashtra State Road Development Corporation (MSRDC). The general body meeting instead approved an amended proposal that the work be carried out independently by the municipal corporation.The single voice of opposition to the Congress stand came from independent corporator Kumar Jadhav who rejected all claims of the ruling party that the corporation could independently complete the work of flyovers.
According to the proposal put forward by the administration, the construction of the flyovers had become necessary due to the constraints in road widening work and the related high growth in the number of vehicles.
The flyovers are to be constructed at Nashik Phata, Pimpri chowk, Chinchwad chowk, Akurdi (near Khandoba temple) and at Nigdi (Lokmanya Tilak chowk).
According to the MSRDC estimates the work would incur an expenditure of nearly Rs 124 crore. The civic administration however added that the expenditure was likely to be curtailed to Rs 60 crore. The work was to be completed in three years. According to the conditions, the MSRDC was to repay the entire construction costs within a period of five years to the corporation. The MSRDC had the right to impose toll on vehicles.
Congress party leader Nana Shitole while opposing the proposal questioned the motive of the MSRDC which was pressing for early allotment of work on the five flyovers simultaneously. Pointing out that the corporation had faced delays in completion of the underground drainage project, the work of which was allotted to the state sewerage board, Shitole claimed that the corporation had the competence to complete the PCMC to go it alonework of flyovers independently. He said the corporation could appoint a consultant if necessary, adding that there was no need to construct the five flyovers simultaneously as the corporation had also completed the work of road widening, he said.
Jadhav vehemently questioned the corporation's capabililty of completing the work and sought to know the base of the corporation's claims that the expenditure would be reduced to Rs 60 crore instead of Rs 124 crore. Jadhav also said that the township required more number of flyovers than the proposed ones. He charged that the Congress was opposing the proposal with a political motive, pointing out at the statement of Congress corporator Vijay Lande that the state BJP-Shiv Sena government was in need of funds for the next assembly elections. He said that the MSRDC will be paying the entire expenditure to the corporation. The toll he said would be only for the vehicles leaving for other states and the residents in the township will not have to pay any amount as toll fees.
Shitole countered that the corporation had completed the work of nearly 15 bridges over the Pavana river and other major projects such as the Yeshwantrao Chavan Memorial Hospital were also completed in record time. The amended resolution that the work on flyovers be carried out independently by the corporation was approved on voice vote. Intriguingly none of the BJP-Shiv Sena corporators remained silent on the proposal.
In reply to a clarification sought by the corporators, city engineer S D Garade said that the corporation had already been granted permission to construct flyover at Nigdi and that there was no possibility of any problems cropping up for the corporation to complete the work of flyovers independently.
