Submitting before UT Civil Judge (Senior Division), B. C. Gupta, the counsel brought on record two resolutions passed on January 5 this year authorising Mann to appear in all legal proceedings of the WSC. The counsel questioned the passing of two resolutions to the same effect and that too on the same date.

Countering the plaintiff's argument that there's no office of patron, the counsel argued that such an office does exist in the original constitution of the council published by Mann himself. It was stated that such an office also exists in the revised constitution and that the appointment of Justice Kuldeep Singh as president of WSC by patron Bhai Ranjit SIngh was in accordance to clause 11-B of the revised constitution. The counsel submitted that after participating in the February 1997 meeting of the revision committee, and also in the September 20 and 21 meetings wherein approval was accorded to the revised constitution, Mann cannot now turn around and say that the amendment was "not legal". The counsel also placed on record an HC judgment which says that civil courts should not stop the functioning of elected bodies.

The case will now come up for hearing on December 18.
