CHANDIGARH, Dec 20: Allegations made by a senator against two others for conspiring an attack on him rocked the meeting of the Punjab University Senate today. The issue culminated with the Vice-Chancellor, Prof M.M. Puri, announcing that a committee for laying down the code of conduct and ethics for members would be formed.Meanwhile, the appointment of Dr Ajaib Singh as the director, Adult, Continuing Education and Extension, which came up for ratification of the House, was deferred "for seeking legal opinion" and the matter was referred back to the Syndicate following a fiery debate. The Senate also deferred the appointment of Devinder Kumar Marwaha as special assistant to the Vice-Chancellor "for reconsideration of the Syndicate".
In Ajaib Singh's case, while the V-C announced that the order of the High Court was binding on the Senate, which was seconded by Prof V.K. Bansal, Ashok Goel insisted that the matter could be discussed on the floor of the House. He pointed out that Ajaib Singh's bio-data should have been circulated on the floor of the House as is done in case of ratification of all other appointments. Randeep Singh Surjewala said that the High Court had only directed the V-C to caste his vote. Satya Pal Jain said that the court had "only modified a decision of the Syndicate". While terming the case a "collusive decree", he added that it was a case in which "the defendant had gone a step further in defending the petitioner. The Syndicate should have been made a party".
The Vice-Chancellor has also constituted a committee to formulate guidelines regarding implementation of recommendations raising the age of superannuation from 60 to 62 and the revised pay-scales. The committee includes Prof R.D. Anand, Dr Ram Prakash, Dr Satya Pal Gautam and Dr Naresh Kumar.
In the zero-hour today, Kuljit Singh Nagra accused fellow senators G.K. Chatrath and Dr Ajaib Singh of masterminding an attack on him in August this year. He added that he had mentioned in a meeting of the Senate in December last year that he perceived a threat from certain members.
Chatrath, however, labelled the charges as "wild, baseless and concocted". He added that the allegations against him were part of a "big conspiracy". Several members, meanwhile, demanded an independent inquiry into the matter.
Speaking on the issue, senator Satya Pal Jain demanded the introduction of a code of conduct and ethics for members of the Senate. The proposal was seconded by several others. "This criminalisation of education is a matter of shame," the local MP said. He offered "full support on the part of the government agencies" in the event of an inquiry into the incident. The V-C later announced that the committee would be formed under the chairmanship of Jain.
Meanwhile, Dr J.S. Yadav and Raghbir Singh were elected members of the Board of Finance. Earlier, the House endorsed Dr R.N. Sharma's proposal condemning the attacks on Iraq. The last meeting of the Senate was held in March this year.
