NEW DELHI, December 24: A major reshuffle is in the offing in the Delhi government, beginning with the crucial finance and home departments.Former transport commissioner Kiran Dhingra might be brought back to the Delhi administration. Whether she will be shifted back to the transport department, where she had a turbulent stint with then transport minister Rajendra Gupta, is however still being debated. The other slot being considered for her is the food and civil supplies commissioner. In the finance department, Principal Secretary K.S. Baidwan might be transferred out. The previous government appointed him to this post, but he was indicted in the Skipper case.
In the home department, it has been learnt that Secretary (Services) Navin Chawla is pegged for the post of principal secretary, which is presently held by Ashok Nath. Deputy Commissioner (south-west) K. Narasimha has already been made the additional secretary (Home). There is already one additional secretary, S.C. Sareen, a senior DANICS officer.
In anticipation of this high-level reshuffle, sources revealed that feelers have come from various senior officers indicating that they are ``happy with the charge they are holding''.
When Sheila Dikshit took over as the Delhi chief minister, she made it clear that there would be no bureaucratic reshuffle in the next four months or so. Some of the changes have, however, been pending for a while. In the last few months, the promotion and release orders of certain officers have been postponed because of the recent Assembly elections.
Those who are likely to move are Finance Commissioner Madan Jha, who at one time also held the additional charge of principal secretary to then CM Sahib Singh Verma, Principal Secretary (Health) Ramesh Chandra and Chairperson of the Delhi State Civil Supplies Corporation Krishna Lekha Sood.
The transfers which are likely to take place in the Delhi administration ``soon'' are those of Secretary (Services) Navin Chawla, Sales Tax Commissioner Sanat Kaul, Commissioner (Food and Civil Supplies) K Sethuraman, Additional Secretary (Food and Civil Supplies) Jayshree Raghuraman and Director (Education) Neeru Nanda.
The changes which are expected to take place later are those of Principal Secretary (Home) Ashok Nath, DVB Chairman Virender Singh and MCD chief V.K. Duggal.
In a minor reshuffle, Transport Commissioner S. Regunathan, who was principal secretary to the Chief Minister, was replaced by R.P. Rai. Rita Kumar, who was with the rural development department, was posted as additional director (Grievances Redressal Cell) and Pawan Khera was appointed as the official on special duty to the CM.
