Leftists slam govt for resorting to ordinances

NEW DELHI, Jan 6: The Left parties have come out strongly against the Government's decision to promulgate ordinances on Prasar Bharati, Patents Act and the Companies Act, saying the Government was trying to bypass Parliament.

Both the CPI(M) and the CPI while terming the ordinances as a negation of democracy, recalled that the BJP when it was in the Opposition had consistently opposed the practice of issuing ordinances. But now it was following the very same "ordinance raj'' which it had opposed.

The Left parties also appealed to the President to give due consideration to these concerns before approving the ordinances.

About the Government's move on patents law, they suspected ``extraneous reasons'' behind the hurry in promulgating the ordinance. ``Government owes an explanation to the Indian people for such hurry. Has it something to do with ongoing talks with the United States,'' they asked.

The Left parties felt that the patents law need not be amended on the lines suggested by the World TradeOrganisation (WTO) and multinational companies. They also demanded that the Government should seek the opinion of the state governments before amending the law.

About the ordinance on buyback of shares, they said that the move would only destroy public sector undertakings and demanded the Government to abandon it in the interest of the nation's economy.

The Congress too lashed out at the Government for resorting to ordinances on various issues saying it amounted to ``undermining the authority of Parliament.''

Charging the ruling BJP-led coalition with `non-governance', Congress spokesman Ajit Jogi said the Government should explain what ``exigencies or extraordinary situation'' had necessitated promulgation of these ordinances on major issues like patents.

``Government is trying to run the country through ordinances and trying to avoid free and frank discussions in both houses of Parliament,'' Jogi said.

``This is an insult of Parliament and both its Houses as laws should be passed by both the LokSabha and Rajya Sabha,'' he added. To a question on the patents ordinance, Jogi said if it was on the same lines as the Bill tabled in and passed by Rajya Sabha on the last day of winter session, then Congress would support it as it had done in the past.
