NEW DELHI, JAN 15: The National Commission for Women (NCW) has recommended a Central Bureau of Investigation (CBI) inquiry instead of a judicial probe into the Anjana Mishra rape case, following a report by a two-member team into the January 9 incident.The team has condemned the official machinery for being lax in handling Mishra's security and not having the sensitivity to let the post-rape examination be conducted by women gynaecologists.
The team has also stated that while there is no dispute that a gang rape has occurred, Mishra's version and the official version differ in terms of the rapists' connection with Chief Minister J B Patnaik. While Mishra insists that the rapists repeatedly threatened that if she persisted in her case against former Advocate General Indrajit Roy she would be subject to more trouble, the official version maintains that the rapists were ``sexually aroused by looking at Anjana''.
The NCW has also criticised the insensitive attitude reflected in the questions put to Mishra,which sought to cast doubts on her character. Those in authority gave the NCW the impression that Mishra deliberately ``took a particular route to get raped''.
The team felt that the police were also completely devoid of sympathy and while they were anxious to arrest the culprits, did not try to understand Mishra's frame of mind. The two-member team of Sukeshi Oram and Syeda S Hameed met Mishra, police officials, Patnaik and several women's activists.
The team has also urged that all political parties resist the temptation to twist the rape to their political advantage.
Among the NCW's specific recommendations are that the inspector in charge of Mishra's security be transferred as she had lost confidence in him, that medical examination reports in rape cases be made precise, and that the Department of Women and Child Development act as a bridge between the victim and the administration.
