Appointments by consensus: CEC

GWALIOR, JAN 22: Chief Election Commissioner M S Gill today suggested that appointments to Constitutional offices such as Governor and Chief Election Commissioner should be made through consensus among political parties to instil public confidence in high Constitutional officials.

``The time has come for all the political parties to sit together and unanimously decide on governors, CEC and such others, acceptable to all of them to avoid unnecessary controversies and instil confidence in high Constitutional officials,'' he told reporters here.

On the demand for central para-military forces during elections in states, Gill said it was a result of the ``lack of confidence in the State police forces''. ``It is a matter of concern for us. The demand (for Central para-military forces) is proving to be a heavy financial burden on the forces. The State police will have to be made responsible,'' Gill said.

He reiterated his suggestion for having a ``neutral government'' both at the Centre and the State twomonths before any poll to prevent misuse of official machinery, an allegation repeated during all elections.

Gill said he had issued orders for summary revision of the voters' list in the country and they would be available in computerised form.

The list would be published in the form of a book which would be available for scrutiny to the common people as well as political parties and objections to it, if any, could be lodged with the commission, Gill said.

He said electronic voting machines would be used on a large scale during the Assembly elections in various states this year. The experience of using these machines till now had been encouraging and it had given good results, Gill said.
