HC issues notice to VMC in graft case

VADODARA, Feb 9: The Gujarat High Court on Tuesday issued notices to the Vadodara Municipal Corporation following a writ petition filed by Congress councillor and former Public Works Department chairman Chinnam Gandhi alleging corruption in the execution of the works in the civic body's model road project.

Municipal Commissioner G R Aloria, City Engineer B K Desai, Executive Engineer M M Patel and the contractor undertaking the work have been ordered to be present in the court on February 22.

In a writ petition filed in the court on February 2, Gandhi had alleged corruption in the procedure of execution of the works stating that though the tender called for red mettle, the contractor had been given allowed to use black mettle by the VMC's Standing Committee.

Gandhi also raised the point that a Rs 2 crore increase in the execution cost had been sanctioned without the consent of the General Board and that while the materials had to be acquired from the Sewaliya/Timba quarries, they had been instead brought from the Warchada quarry.

Gandhi alleged that instead of digging upto the stipulated 18 inch, only 12 inch deep pits had been dug for undertaking the road construction. Though the tender cost should have been reduced as a fallout of this, it had, instead, been raised without the approval of the General Board.

Gandhi also questioned the reason for awarding the contractor a relief in octroi.

According to him, while the tender specified three years for the maintenance of the roads after which the amount of Rs 34 lakhs would be returned to the contractor, the Standing Committee had decided to return the amount after the first rainy season, thus making an allowance of two years for the contractor.

Gandhi's petition was taken up for hearing in the High Court on Tuesday following which the orders to the civic body were issued.
