Congress hits back, Desai's accusations are baseless

NEW DELHI, February 9: Leader of the Opposition in the MCD House, Rambabu Sharma yesterday lashed out against the House leader Shanti Desai accusing him of making false and baseless charges against the Delhi government. Speaking during the MCD's budget session in the house, Sharma said Desai was falsely accusing Finance Minister Mahender Singh Saathi of interfering in the functioning of the MCD and withdrawing financial support. He also opposed the proposal to impose toll tax on commercial vehicles entering Delhi and levying misuse charges on encroachers on MCD land.

Accusing the BJP of creating conflicts between the MCD and the state government, Sharma said there had not been ``a single instance of political interference or financial restriction in the past two months of Congress rule. All the amount due to MCD heads had been released.''

Opposing the proposal to impose two new taxes, Sharma said the imposition of toll tax would lead to a price hike as all goods came from outside Delhi. He also felt that a penalty on those who encroached on MCD land would legitimise land-grabbing, so the MCD should get the land vacated instead of levying misuse charges. Sharma also said the councillor fund be increased from Rs 65 lakh to one crore for each ward.

Putting forward suggestions for generating revenue, Sharma said the property tax net be tighngthened. ``The MCD has not conducted any survey of property in the past 16 years. There are 13 lakh properties under the MCD's jurisdiction, out of which only 7,25,000 are on record. Even if two lakh of these properties are entitled to tax-exemption, it leaves 3.75 lakh unlisted properties which are not taxed. Moreover, government departments have to pay us Rs 700 crore and ex-parte cases worth Rs 2,000 crore are lying unsettled. If sincere efforts are made in this direction, the financial crisis would be solved,''he pointed out.
