Exam controller fails to appear before MMC panel

MUMBAI, FEB 11: Controller of Examinations (Mumbai University) A Y Joglekar today failed to appear before the Maharashtra Medical Council (MMC) sub-committee headed by Sudhir Dagaonkar probing into the MBBS marks scandal.

As per the inquiry procedure prescribed under the MMC Act, Joglekar was asked to appear before the sub-committee to depose on the row over granting of grace marks to MBBS students. ``Since Joglekar is the controller of examinations, he was asked to appear before the committee. In fact, a written communication was sent to him, but he did not appear before the committee today,'' a senior official of the MMC said.

The committee comprising Dagaonkar, Deepak Palande and A V Sawant today recorded statements of a record number of 14 persons on oath. Among them were Nalini Pai, Professor of Preventive and Social Medicine and Convenor of the Examination Committee, M M Ketkar, Dean, D Y Patil Medical College, Sulbha Akarte, Professor of Preventive and Social Medicine, Grant Medical College, P SShankar, Dean, Somaiyya Medical College, Renu Patel, Dean, Rajiv Gandhi Medical College (Thane Municipal Corporation), Thane and N S Gandhi, Convenor of Examination (theory assessment).

``The sub-committee recorded their statements, particularly on the pattern of the theory paper in Preventive and Social Medicine, valuation system and discrepancies, if any, in the results,'' the MMC official said.

Meanwhile, Vice-Chancellor Snehalata Deshmukh submitted her report to Governor P C Alexander and also sent two official communications to the MMC.

In her report, Deshmukh is understood to have justified the university's decision to grant eight grace marks to 64 unsuccessful students in the Preventive and Social Medicine paper. Apparently, she has informed Alexander, who is also Chancellor of the University, that under Section 31 of the Maharashtra University Act, the board of examinations is empowered to modify the results.

A former Vice-Chancellor of the University has already said that under the relevantsection, modification of results is permitted only before the declaration of final results. ``The board is empowered to appoint an inquiry committee in the event of a malpractice or irregularity in the examination. In the present case, Section 31 is not applicable since the final results were already declared. If someone is justifying Deshmukh's action, it will not stand in the courts of law,'' the former Vice-Chancellor said.

In her two separate communications to the MMC, Deshmukh informed she has sought the advice of the Governor on the MMC's notice, and that she has submitted a comprehensive report on the controversy to the Governor.
