Besides Takkar, a 1961 Union Territory-cadre Indian Administrative Service officer, the Anti-Corruption Branch of the CBI also names the deputy commissioner, Ministry of Food Processing Industries, the Revenue Assistant of Delhi, Nanak Food Industries (NFI) and its partners in the case.

They have been charged with entering into a ``criminal conspiracy to obtain a licence for Nanak Food Industries to start a fresh unit at Karawal Nagar allegedly on the basis of false and forged documents'', according to a CBI release.

The CBI has lodged a first information report against these officials and the NFI under the Prevention of Corruption Act, 1988. Takkar was not available for comment.

The partner of the firm applied to the Delhi Government for setting up a new plant at Karawal Nagar but itwas rejected on the ground that the Master Plan 2001 does not permit any heavy industry in the National Capital Territory of Delhi.

Then the partner applied to the Union Government's Department of Industrial Development for the licence. According to the CBI, he then introduced, at a later stage, ``some forged and false certificates'' showing that the dairying activity had been going on since 1976 on the proposed site.

On the basis of this, Deputy Commissioner, Ministry of Food Processing and Industry, ``without verifying the facts,'' presented the NFI case before the Licensing Committee of Department of Industrial Development ``fraudulently and dishonestly stating that it is not a case of setting up a new industry, but only a case of expansion of the existing unit,'' says the CBI.

The Department of Industrial Development issued a conditional letter of intent to NFI on condition that the location of the plant should be approved by the Delhi Government and Uttar Pradesh Government as it was under theterritory of both the States.

On the basis of the letter, NFI applied for change of land use from agricultural to industrial in Karawal Nagar.

``The then chief secretary R K Takkar and revenue assistant, by misusing their official position,'' allowed the change of land use and also extended other facilities like power connection, which violated the DDA Act and Master Plan, the CBI says, adding it also went against the Delhi Administration policy of not allowing the setting up of heavy industries in Delhi.
