NEW DELHI, FEB 23: There is no proposal to enact a central legislation to prevent forcible religious conversions, Home Minister L K Advani informed Lok Sabha today.Replying to a question, Advani, however, said "right to convert is not a fundamental right. Neither conversion could be done through force nor through allurement or fraudulent means."
Asked as to how many tribals and other people converted to Christianity in various states during the last one year, he said the Central Government did not maintain any data in this regard. The country come to know about it at the time of census and not otherwise, he said.
Advani said some states have enacted legislation providing for prohibition of conversion from one religion to another by use of force or allurement, inducement or fraudulent means.
CAPITAL MURDERS: A total of 143 murders have been reported in Delhi during the last three months of 1998, Lok Sabha was told today. Advani said in a written reply that 11 incidents of dacoity, 79 rapes and 290incidents of kidnapping and abduction had also been reported during the same period in the capital.
Law and order situation in Delhi was reviewed from time to time, he added.MERCENARIES: The involvement of foreign mercenaries in terrorist activities has increased in Jammu and Kashmir and a "white paper" is being prepared on the activities of Pakistan's Inter-Services Intelligence Agency (ISI) in the country, Advani told the Lok Sabha.
Activities of ISI has been noticed in J&K, Punjab, certain north-eastern states and other parts of the country where modules of ISI have been unearthed from time to time, he said in a written reply.
The number of militants and mercenaries killed by security forces in J&K and Punjab between 1996 and January 1999 was 3,990, Advani said, adding 3,257 civilians and 618 security force personnel were killed in these states during the period.
MONEY: There were reports of various secessionist leaders and organisations in J&K, Punjab and north-eastern states having received largesums of money from diverse channels and sources in contravention of law, he said.
Notices have been issued to individuals and organisations involved under Foreign Contributions (Regulation) Act and action on these notices as also for violation of the provisions of Foreign Exchange Regulation Act and other relevant laws is being taken by the concerned agencies, Advani added.
