MUMBAI, March 10: The Congress-led Opposition is all set to grill the Narayan Rane-led Shiv Sena-Bharatiya Janata Party alliance government in the Budget session of State Legislature starting March 15, 1999. Leader of Opposition in the Legislature, Chhagan Bhujbal and Madhukar Pichad, on Wednesday announced a 19-point programme to initiate debate in the House.Addressing a joint press conference in Mantralaya this afternoon, Bhujbal said, "There is an increased burden of excess loans borrowed by the State Government on tax paying citizens. The Government has resorted to frequent increase in different taxes. There is complete lack of planning in the Government."
He added that the State, especially Mumbai, has witnessed an era of extortion, attacks, murders, gang war and collapse of law and order in the last four years. "The citizens are living under constant fear and the police has lost control over the situation," Bhujbal alleged. He added that the new Act introduced by the State Government - theMaharashtra Control of Organised Crime Act - would be misused by the police.
Bhujbal said the Opposition will also focus on the increasing attacks on Christians in some parts of the State and the threats issued by Bajrang Dal to Muslims about removing loudspeakers from the mosques.
He added that the Government's decision to introduce Mayor-in-Council system last year and scrapping it this year was in complete haste. "This is not beneficial for citizens of Mumbai and Nagpur," he added.
Bhujbal said the Government had a callous attitude towards the farmers who lost their crops in the untimely rains in last couple of years. He added that the Government failed to control the situation when onion prices shot up last year and fell down this year. "In both cases, the farmers suffered a great loss and many have committed suicide," he said.
Bhujbal said the Government has failed to provide free houses to 40 lakh slum-dwellers in Mumbai. He added that the Government and the chief of one of the ruling party hadno respect for artists and literatures in the State. He said the Government has failed to provide employment to lakhs of youth in the State. He alleged that the standard of education in the State - especially in the areas like technical and medical education - has gone down considerably in the last four years.
"The government has failed to improve this situation. We plan to invite a statewide debate on all these issues through the Legislature. The government will have to answer these questions," Bhujbal said.
